Tool, or Equipment?

I can find nowhere in-game that says this item is a tool. It's not like other tools because it can't be carried in inventory, or even picked up and moved. It's more like equipment, which is used when placed somewhere, not when it is held. Why is it categorized this way? I think it should be changed. Butterbur (talk) 07:57, 22 May 2017 (BST)
