The wiki currently says "This is done by giving 10 Golden Walnuts to the first parrot outside by the turtle." but I was able to speak to Leo when I had only collected 9 golden walnuts and thus haven't given 10 walnuts to the first parrot by the turtle. Maybe he just starts trusting you once you've collected 9 golden walnuts?
